It really depends on what kind of toolbar you're using. The TOS require you to send a valid HTTP_REFERER header with each request. If your toolbar is able to send that header, then you should be in good shape. If, however, you can't send the header, you will be in violation of the TOS.
In the interest of full disclosure, some of suggested that Google would not take issue with this usage, even if you can't sent the header. And I have given advice on a number of toolbar implementations in the past. However, of late, I find myself leaning a little more conservative if for no other reason than that Google *could* have a problem with it. And if they chose to have a problem with it, I would be up a creek. So I figure it's better to give it a wide berth and find an alternative. Jeremy R.
