The TOS are really rather vague about this. They say simply:

"You agree to include and display the "powered by Google" attribution and/or 
any other attribution(s) required by Google as described in the documentation 
conspicuously on the page, in close proximity and adjacent to any translation 
box(es) and Google Result(s)."

My interpretation of this statement would be that (a) you may not move the 
branding to a separate page, and (b) you can display the branding once on each 
page where translations are used, either in the header or footer of the page, 
so long as it's "conspicuous."

All of this said, I am not a legal expert, so if you have any doubts about this 
interpretation, I would strongly recommend consulting someone who is.
