No official explanation has been given, but I think it is probably fair to say 
that the API's results are generally a subset of the regular *.google.com 
results in large part as a deterrent to people using the API as a SEO tool. SEO 
applications generally send massive amounts of automated queries, and the API 
is not intended to be used in that manner.
