There is of course an API method that can apply autocompletion to search forms -- but that method itself is not (yet?) publicly documented. I don't know if the CSE TOS and API TOU allow us (as CSE +API end-users) to 'borrow' that method for the implementation in question. I'm not a lawyer or legal expert so I can't advise.
