The Feeds API v1 caches feeds. The old docs (I haven't looked in the new docs) 
noted that updates would happen generally no more than once every 60 minutes, 
but also noted that the refresh rate was contingent on the traffic the feed 
sees. Higher traffic leads to more frequent crawls.

As omr suggested, if you can Pubsubhubbub enable your feed, you could utilize 
Feeds API v2.
