You can try setting up a Custom Search Engine to search the entire web and then use the Custom Search API, but no guarantees. Please note that there are only two reasons that I can think of that would require you to have the exact results that google.com will return: SEO operations, and trying to crawl Google's index. Both the WebSearch and CSAPI are designed to discourage these activities, and the TOS for both make it virtually impossible to do legally.
