Two things. First, to answer your question, in the case of a Chrome extension 
or other non-web app, you will want to build a webpage with some basic 
information about your application, including a description and a way to get 
ahold of you. Then, use that to generate your API key.

Second, you will actually want to think twice about incorporating any of the 
APIs formerly known as AJAX APIs. They were all deprecated last week, meaning 
that they will be discontinued at some point within the next three years. The 
Translate APIs (both v1 and v2) will be shut down December 1, 2011. Make sure 
to confirm that the API(s) you're planning to use will still be around!
