The JSAPI does not presently support Translate v2, and I have seen no announcements saying that it will. In fact, if anything, I have seen indications that the dev team has no intention of developing a JS wrapper for the Translate API or any of their "next-generation" APIs. I would welcome news from the dev team to the contrary, but in the meantime, you will be interested in one of my GCode projects:
http://code.google.com/p/gtranslate-api-v2-jsapi/ It's a JS wrapper for the Google Translate API v2. You need to supply your own key, but I think you'll find that the migration path from the v1 JS wrapper to this is fairly straightforward. Jeremy R.
