This looks like it's an error message from the Translate API v1, which will return this when the throttling mechanisms believe that you may be sending automated queries. In short, you sent too many queries in a short period of time. Wait a couple of hours, maybe a day, and try again.
That said, you will want to be aware of two very important things in this regard. First, the Translate API v1 (which is what you're apparently using) will be shut down 1 December. You will need to update your application to utilize the v2 API. And second, the v2 API will become a paid service on 1 December. This means that it will start costing money to use Google's Translate service within your application. If this is a problem, you will want to investigate alternatives (e.g., Bing Translator).
