The Translate API v2 was transitioned to a paid service on 1 December 2011. To
continue using it, you will need to enable billing via the APIs Console. There
was some chatter a couple weeks ago about some people getting this message even
after they had enabled billing. The dev team rolled a fix to this, so if you're
continuing to see it even after you've enabled billing, you will want to
confirm that here as soon as possible. Thanks.
