It is not possible to use the API locally without connecting to a web service 
because the actual work of transliteration is done on Google's servers.

"Deprecated" means that the service is no longer under active development. 
I.e., you can expect no new features to be deployed, and bug fixes will be 
relatively low priority. Per the TOS, the deprecation period will last no 
longer than 3 years, at which time the service will be discontinued. Note, 
however, that Google reserves the right, in its sole discretion, to discontinue 
the service earlier than that - and with no prior notice - should it become 
unreasonable to maintain it further. NOTE: For this reason alone, I would be 
very reluctant to deploy any application which relies on the service.

You can use the service in a commercial application as long as the application 
meets all the other requirements of the TOS. Probably the biggest component of 
that is that you cannot charge people for use of Google's service.

There is no paid version of the Transliterate API.
