Well, you have a couple of options here. The Custom Search API now supports image search. It will return results in either XML or JSON. But it alsomhas a query limit of only 100 free requests per day. If you activate billing, you can get up to 10K requests per day, but at a price of $5/1000 requests. The deprecated Image Search API is ultimately a RESTful service that you can pull from any language. You have only to parse the JSON, but that is rather trivial in just about any language worth its weight in salt. There are fewer explicit limitations to the deprecated API, but there are some very real limitations to the service (e.g., only up to 64 results, some results may be dropped). And, of course, it's deprecated and will be discontinued no later than 2014.
