Actually, the only part of the Web Elements documentation that I'm still seeing on the Google site is the FAQ. The "home" page and all others are redirecting to google.com. I would guess, therefore, that the one surviving page is a remnant which was simply missed in the process.
Re: contacting Google, there are several Googlers who regularly monitor this group. Perhaps they will chime in on the fate of the Web Elements. Re: RSS news, you might find the Feeds API useful for this. However, given the dev team's focus on their new APIs, running on their new infrastructure, I would not be surprised to find the Feeds API deprecated at some point in the not-so-distant future. So I don't know that I would even rely on that. The good news is that you could always roll your own feed-fetching/caching/parsing service. That would probably be the way I would go at this point.
