Unless you're starting a webpage or web app at startup, it should not be 
utilized from startup. JQuery is a library that provides functionality on a web 
page or web app. Nothing more, nothing less. You should be able to delete it 
from your cache, but as I said, doing so will slow down the pages and 
applications which utilize it, and it will simply be recached when you visit a 
page that uses it.
