Actually, it would seem that the publishedDate values returned by the Feeds API are all converted to Pacific (US) Time. I.e., the same timezone as Mountain View. I tested with two feeds which specified time in GMT/UTC. The API returned both in -0800, which would be PST. I assume this will change with Daylight Saving Time to -0700, which would be PDT.
