Hi Aizai. The international page for China hasn't been updated since the
Java runtime was first made available. It is now generally available and you
can sign up and use it immediately without being added to a white list.
Please let me know if you have any other questions.

Please keep in mind that billing is not currently supported in China unless
you happen to have a credit card from another country that is supported.
