I figured out what the problem is. The problem started when we turned on HTTPS for our app. I saw a posting in the Google App Engine group that "too many continues" and 302 is due to scheduled jobs will not follow redirects and the scheduled jobs use HTTP and gets redirected to HTTPS and it fails.
