This issue can be closed. It was due to my error - I switched over the local dev server to the 1.3.3.1 SDK; however, I failed to switch the api jars (e.g. appengine-api.jar) that are bundled into the war file to the 1.3.3.1 version (it was using the 1.3.0 jars).
