You'll need to get the Web Tools Platform (WTP). The easiest way of getting this is to Download the Eclipse IDE for Java EE developers edition here:
http://www.eclipse.org/downloads/packages/eclipse-ide-java-ee-developers/heliossr1 Don't forget to download a JDK to avoid problems down the line.
