We've just recently turned on billing in our application and enabled the 
"Always On" feature.  However, we still see periods of downtime for about 
1-2 minutes throughout the day.  Since we turned on billing and have started 
getting users active on the app, we've started to notice these downtimes a 
lot more.  We perhaps notice this because each client using the system makes 
a request per second to the system.  I know, that sounds silly, but it's an 
auction system and the backing data changes that fast quite often.  We've 
not seen any quota denials as of yet, so I'm pretty sure this is not 
specific to our application.

My question is: are other java apps seeing this periodic downtime?  I'm the 
sole developer on this application, and everyone else involved in the 
venture is completely non-technical, so when there is a service disruption 
that looks like it's an issue with the app-engine it's self, I have a hard 
time explaining what's going on ('cause the app-engine is by nature sort of 
a black box to the apps running on it).

I'd at least have a starting point for figuring out what's going on if i 
knew weather or not other people have noticed these periodic outages.
