I'm also having the same problem. I'm pretty surprised we don't see more people complaining about this. And I'm genuinely shocked that there is so little official communication from Google. There are about a dozen threads complaining about this issue and very few official responses.
I'd very much like to migrate my Python GAE app to Java GAE, but if I can't test using real data locally, then I can't do real development.
