I think you partially answered your self, If you cant do it on server then use Thread.sleep at client side.....
also you have option to use DelayQueue at client side(if its not GWT)........ http://download.oracle.com/javase/6/docs/api/java/util/concurrent/DelayQueue.html Put your all request on to this queue..and write one consumer which will read data from this queue and send it to GAE.
