You are right: 9 bucks is the minimum *if *you want to be able to automatically scale beyond the free limits. Your app is either free to run (under 50,000 datastore ops a day etc) or at least 9 dollars a month. Nothing in-between. Its the fear of showing a quota error page to users that will force many small sites to pay this "scaling fee".
