Are you using any other third-party libraries for logging? I've just had a look at my project and I haven't done anything special apart from put a logging.properties file at the root of the classpath, and logging output is fine with tests (attached it just for info). Even if I delete that file, I'm still getting output.
I'm using the latest version of TestNG, but from IDEA rather than Eclipse. Maybe the Eclipse TestNG plug-in is causing the issue - Cedric is usually fairly prompt with answers on the TestNG google group, if it looks like there is an issue with the plug-in.
