Without the benefit of huge App Engine experience, I'd plump for option 2. I think key lookups are very fast, and my guess is that list property support is python-based and would degrade significantly when the number of aliases grew beyond a handful.
However, since I don't have huge App Engine experience, I'd test it to make sure my facts are right. Build a test of both methods, and compare - make sure you do it on the production system, because the SDK does not handle storage the same way. Cheers!
