It is possible to add a logo if you have tethered the domain to your Google Apps account. It uses the logo you upload for Google Apps. Beyond that, the only things that are dynamic on the login page is your domain name and your application name.
I'm sure that Google wants to maintain a constant user experience throughout all of their products, so a user knows what a login screen looks like.
