What makes you think Google has any right to give you a way to contact
him, or would even want to? If he wants to be contacted, it's up to
him to put the relevant info on his site.

You could try reaching out to him here and hope you get a reply, but
since you won't reveal the name of the app, I find it hard to believe
that you have good intentions. If it's a matter of abuse, you should
contact Google and they will look into the matter.
