Is there a particular pain point you are trying to fix with this feature? ie you wish your libraries weren't using up most of your disk quota, or it bothers your DRY principles to have the same library copied into every app version you upload? or are you hoping that the libraries uploaded via this shell would be available to all apps, so that once one person uploads a library, all apps can use it?
