Hi Drew, This is due to a known issue with the quota accounting that does not credit vacuumed indexes back to your account. Our engineering team is currently investigating this issue, but I've gone ahead and reset your index count quota. This usually takes around an hour to reset, and then you should be able to upload your index definitions.
