Hi, Billing will allow you to scale your application to your heart's content. So, in general, most quotas will no longer exist when billing is enabled. However, the per-request High CPU limits in App Engine are in place to protect the stability and responsiveness of the cluster as a whole. We know that this solution is not great, and we are working hard on fixing this, so that your apps don't hit this stumbling block. To be clear, we consider limiting how much CPU you can use in a single request to be a bug, and we're working hard on fixing this issue for everyone.
So, the short answer is: the per-request CPU usage limits is *very* much on our radar, and while we may not have a solution in time for the release of Billing, we're working hard on it!
