Brian, It's hard to tell what you're actually stuck on, because you're throwing out a lot of information about SVN, transactions, logging, production vs. development, etc.
I suggest you start a new thread with a simple and distilled version of your question, and only include short and relevant snippets of code. You will likely receive more helpful attention that way.
