# symbols in URLs denote the hash - which is uses to reference an anchor in the page. So the web browser doesnt send to to the server, effectively cutting of such urls at the # symbol
If you are using input fields it should be encoded for you, but if say you are using them in the action of the form, you may need to url encode them http://www.w3schools.com/TAGS/ref_urlencode.asp But it sounds like you are going then to be printing that value back into the html of your page.
