To go over 657,000 URLFetch calls you need to enable billing.  At which
point we enable 46,000,000 URLFetch calls for your account.

The quota you will consume for URLFetch is primarily the bandwidth in and
bandwidth out for the calls, so the amount you will be charged depends
entirely on the size of the fetches.
