I think the function decides automatically what encoding it is necessary like this: if you have plain text it will pe plain text, if u have special characters it will be quoted printable, if you have utf8 or some special encoding it will be base64. It is less likely that u get base64 with the usual stuff, but try stuffing some weird characters in there and it will be forced to do it. These rules I deducted from gmail, and I guess they are the same. The same principle applies to encodings.
