When I do following:

SELECT * FROM GeoIpBlock where ipRange >= 2398436100
-note only one inequality

I get first 1000 results, with the first result:
Ip-1973013      [2398436096L, 2398436351L]      14997

Which is actually what I need... except that when I narrow it down and
add second inequality I brake it, as:

SELECT * FROM GeoIpBlock where ipRange >= 2398436100 and ipRange <=
2398436100

returns no results.
