Remember that not everyone is in the same timezone. For us kiwis this outage is 11am, also not ideal (I'd prefer it in the small hours NZ time). Presumably Google schedule it for their quietest time worldwide.
Lets hope that these maintenance periods get less frequent/shorter - overall I'm impressed with how robust appengine has been, but a half hour outage every couple of months isn't consistent with commercial expectations.
