To be honest not sure any such number would be meaningful. AppEngine is in constant development and rapidly changing. Outages that happened a year ago might not even be possible now. In fact the quotas have changed in that time, which will likely affect service response.
In fact AppEngine, has only been around about 15 months. I would say that really only the last few weeks are relevant (if you are sure there has been no major changes to the platform). I suppose the last few months might be indicative, but certainly not a year.
