I've created an issue for this, but I'd like to know if other people
are affected/interested by this...

I understood that it is possible to create the App Engine application
called "username.appspot.com" if you are registered as
"[email protected]".

But the opposite does not work:
I have registered the application http://issuetrackertracker.appspot.com/
with my regular Gmail account, and now I would like to open the
"[email protected]" account to be able to send mails from
my application without using my personal account. But when I try to
open this gmail account, I keep having the message saying that
"issuetrackertracker is not available".

It should be possible for the "owner" of an App Engine application to
open the corresponding Gmail address. Could this possibly be done from
the control panel?

I understand the security reasons why once the App Engine application
is registered that the Gmail account can't be created, however it
should be possible to retrieve this Gmail account if you already have
the appspot domain...
