I don't think you can flush a queue today (I hope we will be able to
do it from the dashboard in the future).
What you can do, is to empty your tasks. just put "pass" in it,
instead of there content, and upload to appengine.

of course, if you have more than 10 000 taks trying to run, you will
have to wait for more than one day.
