Yes, I can access create application screen. But the way was frustating procedure. It constantly redirected me to login screen, when I was trying to create application or access any other application, until I've logged in from another PC.
Then I tried to create application and stick with sms verification, app engine starts get me always redirected to create application screen when I tried to access any other application. It looks like system remembers where I was last time and redirect me there after authorization on any application.
