I have a similar problem ... on Firefox, not IE. Try using IE and see what happens.
For me, I'm pretty sure it has to do with default localhost caching settings (I can see it painstakingly fetch the same graphic over and over). I'd love to hear from someone who knows how to solve this; since I have a workaround I've just been living with it.
