Yep, seeing this too. Didn't notice yesterday, but noticing now :) Seeing very high latency and cpu usage on requests that yesterday where maybe 20ms..now 2 seconds to ...phhh..15 seconds in some cases!
Also seeing timeouts and warnings about requests not being handled because of high latency, likely due to being over quota, despite quota showing everything to be 'okay'. A look at the status currently shows anomalys in python and memcache... but no detail beyond that.
