Hi Roy,

I believe it is well within the terms of service.

The process will be something like.. the customer signs up for a Google Apps
and Google App Engine (or we do it on their behalf as part of professional
services) and then developer access to one of their app-engine instances is
granted to the application developer, who then deploys the app.
