The billing enabled quota allows for 1.7 million calls a day at a rate of
4.9k calls a minute. This is documented here:

This is a fairly substantial upper bound, but if you feel that you require
additional quota, please complete the quota request form:
http://code.google.com/support/bin/request.py?contact_type=AppEngineCPURequest
