It looks like Panama is not in the list of supported carriers: http://code.google.com/appengine/kb/supported_carriers.html
If you required SMS verification, please add yourself to the SMS waitlist here: https://appengine.google.com/waitlist/sms_issues. We'll go through this and enable you manually.
