Thanks Matthew, this gave me all the info I needed to fix the problem.
For anyone else who runs into this, a gotcha to keep in mind:
What went wrong here is having both, a Google Apps Account ("GAA") and
a Google Account ("GA") with the same email address as the user ID.
You only need one of those accounts, not both. Having both, one ends
up masking the other.
I misunderstood the instructions, and thought that you need a GA in
order to use app engine, when in reality, you only need *either* a GA
or a GAA.
