God morning, I have the same exact issue.
1. Trying to create a second application from Applications overview page. 2. Click "Create an application" takes me to "Verify Your Account by SMS" page. 3. Enter my mobile and I get en error back saying "The phone number has been sent too many messages or has already been used to confirm an account." The problem here is that I already did verify my Account, with the same mobile number that will not work this second time. Also I should not be forced to verify my account a second time. To me this smells like a data inconsistency problem. Nice if someone at Google could look into this since right now I cant on with my first commercial application. Thanx /Erik
