Who do you use as your DNS provider. ghs.google.com is distributed (but is just a proxy - so there are multiple). Perhaps your dns is not actully local, so you sometimes get a locally cached version, sometimes a transatlantic one.
In anycase I beleive appengine is hosted in a single datacenter, so where-ever you connect to, the traffic still has to cross the atlantic. Just that if connecting to a more local datacenter it can travel over Googles dedicated network.
