There isn't a simple workaround for this if you want to create an
Appspot account for your clients. There are a few options you may have
here:

- Deploy to your own account. We can increase your application
capacity quota here:

- If it's a generic enough application, how about providing it as an
application in the Google Apps Marketplace?

- You can have each client fill out the SMS waitlist, though there is
some delay between filling out this form and receiving verification:
https://appengine.google.com/waitlist/sms_issues
