Billing Status: Awaiting Recurring Charge Cancellation

It's been saying this for like 3 months and now I have no way to make
changes to my Apps billing settings. Our site is getting slammed,
which would normally be great, unfortunately it's turned into a huge
failure since we're now serving nothing "App Over Quota" pages and
there doesn't seem to be anything I can do about it. Help please.
